Yes it can be used, but it is important to know what kind of dandruff/ itchy scalp. The below may help you to identify the type of dandruff you are experiencing:

Dandruff caused by dry and itchy scalp - A dry and dehydrated scalp is a symptom of a compromised skin barrier. This indicates the scalp does not hold water well, the dehydration causes itchiness, the flakes are caused by irregular cell renewal process caused by lack of water. In this case, the shampoo used sparingly on scalp will help dislodge the dandruff, whilst the conditioner used as a 5 minute masque on the scalp will deeply rehydrate the scalp and soothe itchiness. 

Dandruff caused by oily hair and scalp - This kind of dandruff is a different matter. In this case, yeast (Malassezia furfur) is often involved and thrives on the scalp as it feeds on the abundance of sebum. In this case, the shampoo can be used on the scalp more to remove sebum, but the conditioner should be used mostly on hair length as it is quite rich.

In both case, we recommend the use of a scrubbing tool for scalp as part of your anti-dandruff haircare protocol. This is generally useful for dislodging and helping lift the dandruff and activate blood flow and help with improving exfoliation of scalp for better skin barrier health and function.
